Jalaluddin Haqqani at his Zhawar headquarters and training camp March, 1990 located in Afghanistan's Paktia province near Pakistan's North Waziristan's border. Sitting in his headquarters in 1990, Haqqani confirmed he had Indian Kashmiri militants training at Zhawar including Arabs from Syria, Morocco, Jordan, Algeria, Palestine, Saudi Arabia, Yemen and Sudan. In 2010, operating from inside Pakistan, the Haqqani family network continues to train and harbor Pakistani, Afghan, Uzbek, Chechen and Arab militants fighting NATO forces inside Afghanistan and is aligned with militant groups fighting Pakistani security forces.
